I regret it very much. [handwritten initials "HST"] EXECUTIVE OFFICE OF THE PRESIDENT OFFICE OF THE DIRECTOR FOR MUTUAL SECURITY WASHINGTON 25 D. C. [stamped "Nov 12 1952"] MEMORANDUM FOR THE PRESIDENT A number of months ago, I mentioned to you, as I am sure you recall, the possibility of awarding the Medal for Merit to Mrs. Franklin D. Roosevelt. Bill Hassett looked into this matter with Judge Keech and some of the correspondence on the subject is attached. May I suggest that you might wish to consider this mater again and possibly make the award to Mrs. Roosevelt some time during the coming weeks? I know that I need not tell you the many reasons why I believe she deserves this award, for I know your feeling of admiration for the way she has worked in the cause of peace. Respectfully yours, [hand signed "Averell"] W. A. Harriman Director for Mutual Security Attachment The President The White House
