Commissioner Roosevelt's speech notes for a speech that was delivered to the C. S. R. Association in Boston, Massachusetts, during the winter of 1889-1890. The notes were preserved by Charles Eliot Norton who was sitting next to Roosevelt. Original notes and typewritten copy.
